The short version

OpenAI’s self-serve list had 63 countries when we checked it on 27 September 2026, and all of them were marked available. OpenAI’s own summary, from 23 September, is that ChatGPT Ads are available in more than 60 countries.

  • To buy through Ads Manager yourself, the legal entity that advertises and pays must be based in a listed country.
  • Ads reach people on the Free and Go plans and in logged-out ChatGPT. Plus, Pro, Business, Enterprise and Edu accounts don’t see them.
  • In the EEA and Switzerland, ads aren’t personalized yet, and campaigns targeting those countries can’t use custom audiences.
  • Launch dates come from OpenAI’s announcements. Where OpenAI named a region rather than its countries, we say so.

Who sees the ads

Being in a listed country doesn’t mean everyone there sees ads. OpenAI’s rules on who sees them apply in every market:

  • Only people on the Free and Go plans, or using ChatGPT logged out. Plus, Pro, Business, Enterprise and Edu accounts don’t get ads.
  • No ads for accounts identified as belonging to people under 18, using account age information and age prediction.
  • Logged-out ads have to suit all audiences. Mature-content ads go only to eligible logged-in users.
  • No ads in Temporary Chats, and none in the ChatGPT Atlas browser during the test.
  • An ad’s language can differ from the conversation’s. OpenAI says it can consider location, language settings and the language of the chat.
  • Free users can switch to an ads-free mode with lower limits, where it’s offered in their region.

Europe: no personalized ads yet

OpenAI says personalized ads are not initially available in the European Economic Area or Switzerland. That covers all 27 EU countries plus Iceland, Liechtenstein, Norway and Switzerland, but not the UK or Turkey.

  • Without personalization, the signals OpenAI describes are the current conversation and basic context, such as general location or language.
  • Custom audiences, built from your customer lists, aren’t supported for campaigns that target the EEA or Switzerland.
  • Our view: that puts more weight on the parts you control, your landing page, ad copy and context hints.

If your country isn’t listed

  • You can still create an account at ads.openai.com, and OpenAI will tell you when self-serve reaches your country. Creating an account doesn’t give you access any earlier.
  • Larger advertisers can ask OpenAI’s Ads team about sales support. OpenAI also sells through agency partners, including dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP, and through technology partners.
  • What counts is where the business is based: the legal entity that advertises and is billed must be in a listed country. An agency can’t open an account for you either, because OpenAI doesn’t let agencies create accounts for clients.

Advertising outside your home country

Some new self-serve accounts can at first advertise only in their home country, the country associated with the ad account. Picking other countries in a campaign doesn’t override this.

  • The account becomes eligible for the other supported countries automatically once identity verification is approved and it has reached a required amount of spend from campaigns in its home country. OpenAI doesn’t publish that amount.
  • Creating a campaign or setting a budget doesn’t count. The spend has to come from campaigns that actually run.
  • Location settings work by inclusion. To show ads only in the United States, include the United States in the campaign’s locations; excluding other countries doesn’t restrict delivery to the US.

Minimum daily budget by currency

OpenAI sets the minimum daily budget for a campaign by your ad account’s billing currency. These are the amounts in its Minimum Campaign Spend table. Ads Manager won’t let you set a daily budget below the minimum for your currency.

Amounts as OpenAI publishes them in Create campaigns, OpenAI Help Center, checked 27 September 2026. The amounts differ a lot in value between currencies, so use the one for your billing currency rather than converting the US figure.

With a daily budget and fixed bids, the daily budget also has to be at least your highest effective bid, including audience bid adjustments. Daily budgets are averages over a budget week that runs Sunday to Saturday in your ad account’s time zone: a campaign can spend up to twice its daily budget on one day and no more than seven times it in the week. A campaign that uses the week’s allowance early can stop delivering until the next week, even while it’s marked active. Try your numbers in the cost calculator.
