International ChatGPT Ads launch

An international ChatGPT Ads launch takes an account into countries beyond its home market. The rules change at each border: which categories are allowed, whether ads are personalized, and what the minimum budget is. We check each market before you spend, then build and test the campaigns for it.

Who an international launch is for

An international launch suits a business that already sells in more than one country, or is about to. The first question is always where your business is legally based.

What the launch covers

  • A fit check for each market against OpenAI’s ad policy, self-serve availability and your budget
  • Step-by-step help creating and verifying the account in the right country
  • OpenAI’s Measurement Pixel and Conversions API, tested end to end
  • Campaign and ad group structure by market, with objectives and bids
  • First context hints and distinct ad variations for each market in scope
  • A 30-day test plan: budget, success metrics and stop rules, agreed in writing

Where your business can advertise

Two rules decide it. The first is about your business, and the second is about new accounts.

Rule 1

OpenAI means the business that advertises and is billed, not where your customers are. Its self-serve list has 63 countries. A business elsewhere can sign up and be notified when its country opens.

Rule 2

Some new accounts start at home

Other supported countries open once identity verification is approved and the account has reached a required amount of spend at home. OpenAI doesn’t publish that amount. Choosing other countries in a campaign doesn’t override it.

In practice

The plan often starts at home

We map the order of markets with you, so the first campaigns also earn the access the later ones need.

What changes from country to country

The platform is the same everywhere. These five things aren’t.

What changesHowSource
Allowed categoriesMany financial and health categories, and all legal services, are limited to the US or to approved advertisersOnboarding and policy
PersonalizationPersonalized ads aren’t initially available in the EEA or SwitzerlandAds in ChatGPT
Custom audiencesNot supported for campaigns that target the EEA or SwitzerlandCustom audiences
Minimum daily budgetSet by your billing currency: 25 USD, 15 EUR, 15 GBP or 725 INR, for exampleCreate campaigns
LanguageAn ad’s language can differ from the conversation’s. OpenAI considers location, language settings and the chat’s languageAds in ChatGPT

Our view: the policy difference matters most. An offer that’s allowed in the US can be disallowed in every other market. We check your category against each country before planning any budget.

Account choices that follow you abroad

Three account settings can’t be changed after creation: country or region, currency and time zone. Each one shapes an international account.

SettingWhy it matters across borders
CountryIt decides where the account is based, and which market is “home” for a new account
CurrencyIt sets the minimum daily budget and the currency of every campaign and report
Time zoneBudget weeks and reports follow it, whichever markets you target

OpenAI also says to create a separate account for each advertiser. We think a group with separate legal entities in different countries should plan its accounts before creating the first one. We go through that with you on the call.

How we structure campaigns across markets

OpenAI’s best practice is separate campaigns for different regions. We build on that.

Campaign

One market, one budget

Each market gets its own campaign, with its own budget, dates and objective. Results stay readable, and one market’s spend can’t crowd out another’s.

Targeting

Include, don’t exclude

Location targeting works by inclusion. To reach only one country, we include it. OpenAI says excluding other countries alone doesn’t restrict delivery.

Message

Written for the market

Context hints and ads describe the offer as it’s sold in that market: its prices, availability and service area. OpenAI asks for hints that stay accurate when those details differ.

From fit check to a decision

The launch follows the same steps as our first tests, market by market.

Week 0

Fit check

We check each market against OpenAI’s policy and availability, and your budget against what a fair test needs.

Week 1

Launch and tracking

The account, tracking and first campaigns are built and tested before any budget goes live.

Weeks 2 to 5

A 30-day test

The campaigns run against the success metrics and stop rules agreed in writing.

Week 6

Scale or stop

We recommend scaling, reshaping or stopping, market by market, on your own numbers.

What we need to start

  • The legal entity that will advertise and be billed, and the country it’s based in
  • The countries you want to reach, in order of priority
  • Your category and products, so each market can be checked against the policy
  • Access to your website or tag manager to install the Pixel
  • Landing pages for each market, reachable by OpenAI’s crawlers
  • Read access to your analytics and, ideally, your CRM

Your money, and when

Ad spend goes from your card to OpenAI, in an ad account your business owns. Our fee is quoted for your account and invoiced separately.

We work with businesses that spend at least US$3,000 a month on ads, paid to OpenAI. It’s an ad spend minimum only. The number of markets and languages is one of the things that shapes our quote, as the pricing page explains.

About launching in new countries

Can we advertise in a country where we have no office?

Yes, if your business is based in a listed country and your account is eligible to target others. The rule looks at where your legal entity is. Some new accounts must first run at home until verification and spend requirements are met.

Our company isn’t in a listed country. What can we do?

You can create an account at ads.openai.com, and OpenAI says it will notify you when Ads Manager reaches your country. Creating an account doesn’t give earlier access. Larger advertisers can ask OpenAI’s Ads team about sales support, or buy through its partners.

Do we need a separate account for each country?

Not for targeting. One account can run campaigns in several countries once it’s eligible. Country, currency and time zone are fixed per account, though, and OpenAI says to create a separate account for each advertiser. We plan this with you before the first account is created.

Is our category allowed outside the US?

It depends on the category. OpenAI’s eligibility tables allow many consumer categories everywhere. Several financial and health categories are restricted or not allowed outside the US, and legal services are US only. We check your category against each market first.

Do ads need to be translated?

OpenAI says an ad’s language can differ from the conversation’s, and its system considers location, language settings and the chat’s language. It also offers an opt-in setting that adapts and translates ad text. We agree the languages for each market with you on the call.

What budget does each market need?

At least OpenAI’s minimum daily budget for your billing currency, per campaign. Beyond that, each market needs enough to return a clear answer in a test. We size the budget with you before launch, and our own minimum is US$3,000 a month in total ad spend.

Are ads in Europe different?

In two ways. Personalized ads aren’t initially available in the European Economic Area or Switzerland, so ads rely on the current conversation. Custom audiences aren’t supported for campaigns that target those countries. Your landing page, copy and context hints carry more weight there.

Can we use our customer lists abroad?

In markets that support custom audiences, yes. Inclusion needs 25,000 matched users, and OpenAI recommends 100,000. Campaigns that target the EEA or Switzerland can’t use custom audiences. Share lists only as your privacy notices and local law allow. We check each market’s options before building.

Who owns the account?

Your business does. You create the ad account and invite us, and we work inside it with the role you give us. Your team keeps its access. The account, its data and its history stay with you if we part ways.
