ChatGPT ads reach only part of ChatGPT’s audience. A person’s plan, age, settings and the conversation they’re having all decide whether an ad can appear. This guide sets out who can see your ads, who never will, and what that means for how you plan campaigns.

Figures are OpenAI’s unless labeled as reported. Where we give our own view, we say so.

The short answer

WhoSees ads?
Free planYes, where ads have rolled out. Free users can switch to an ads-free mode with lower limits.
Go planYes. The ads-free mode is a Free-plan option, so Go users would have to switch to Free or upgrade.
Plus and ProNo.
Business, Enterprise and EduNo.
Logged outYes, but only ads that suit all audiences.
Under 18No, for accounts identified as belonging to someone under 18.
Temporary ChatsNo ads.
ChatGPT Atlas browserNo ads during the current test.

Plans: Free and Go only

Ads may appear for people on the Free and Go plans, and Plus, Pro, Business, Enterprise and Edu accounts don’t have ads. Its September announcement of the Southeast Asia and Taiwan launch says new markets follow the same rule as existing ones.

Free users have one more option. They can switch to an ads-free mode that removes ads. The trade is lower message limits and fewer features, such as no image generation or deep research. They can switch back from the limit banner or from Settings. OpenAI says availability varies by region.

Image generation is also where OpenAI will first test its visual ad format, announced on 5 October 2026. The test is for Free and Go users in the US, starting later that month.

Our view: the plan rule matters most for B2B. Someone using ChatGPT through an employer’s Business or Enterprise workspace won’t see your ads there. They may still have a personal Free account. Don’t assume a job title tells you which one they’re using.

Age: no ads for under-18s

OpenAI doesn’t show ads to accounts identified as belonging to people under 18. It uses account-level age information and, where available, age prediction.

The prediction model weighs account and behavior signals. OpenAI lists stated age and how long the account has existed. It also lists typical times of use, usage patterns over time and the general topics a person discusses.

Ads in logged-out ChatGPT have to suit all audiences. Mature-content ads, where the policy allows them at all, go only to eligible logged-in users.

Conversations where ads can’t appear

Even an eligible person won’t see an ad in every chat. OpenAI says ads aren’t eligible to appear near sensitive or regulated topics, including personal health, mental health and politics. Its ad policy goes further and lists the contexts where ads don’t appear.

GroupExamples
Inappropriate categoriesChild safety, hate and harassment, graphic violence, misinformation, political content, regulated goods such as gambling or tobacco, suicide and self-harm, terrorism, weapons
Vulnerable momentsEmotionally reliant conversations, mental and personal health conversations, other sensitive user journeys
Temporary ChatsNever show ads

The policy has changed once on this. In version 1.1 of the policy, in April 2026, OpenAI refined its placement approach. Medical, legal and financial advice contexts are no longer blocked by default as whole categories. Sensitive conversations and other prohibited contexts remain ineligible. Our guide to brand safety in ChatGPT Ads covers the full list.

Where people are

OpenAI is rolling ads out to eligible Free and Go users in select regions, and says availability will expand over time. The countries where businesses can buy ads are in our availability tracker.

People in the European Economic Area and Switzerland don’t get personalized ads for now. For the same reason, campaigns targeting those countries should avoid custom audiences.

An ad’s language can differ from the conversation’s. OpenAI says language selection can consider location, language settings and the language of the chat. Write your landing page in the language your buyer expects, whatever the chat used.

Which devices and platforms

People reach ChatGPT on several surfaces, and you can choose where a campaign delivers. In the campaign dialog you can select one or more of five platforms. They’re Android app, Android web, Desktop web, iOS app and iOS web. Insights can segment results by those same five, so you can see where results differ.

Platform targeting is optional. Use it once you have a result to explain, such as a platform where cost per conversion is far higher. Start without it, so you don’t cut your reach before you know where it comes from.

Three misreadings of the audience rules

The rules are easy to misread in three ways.

“Ads reach everyone using ChatGPT”

They don’t. Paid plans, under-18 accounts, Temporary Chats and sensitive conversations are all outside the audience. OpenAI doesn’t say how much of ChatGPT use that covers.

“Everyone on Free sees ads”

Not necessarily. Free users can switch to an ads-free mode, and ads only roll out where OpenAI has launched them. An eligible person also sees an ad only when there’s a relevant match.

“Turning off personalization hides ads”

It doesn’t. It changes how ads are chosen, so your ad may still appear, selected from the current chat alone.

Settings people control

Free and Go users in ad markets get an Ad controls section in Settings. What they change affects how your ads reach them.

Illustration: with ad personalization off, ads still appear, chosen only from the current chat
SettingWhat changes
Personalize ads, offAds still appear, chosen from the current chat. Other chats, ads history and ad topics aren’t used.
Past chats and memory, offAds rely more on the current chat. Past chats and memory aren’t used.
Delete ads dataClears ads history and topics. OpenAI says it’s removed from its servers within 30 days.
Hide ad or Report adHides that ad. A report also sends it to OpenAI for review.
About this adExplains why the person is seeing it.
Ask ChatGPTShares the ad with ChatGPT so the person can ask about it. ChatGPT can’t see ads otherwise.

Four viewers, four different ads

The same rules play out differently for different people. These four cases show the range.

ViewerWhat they can seeWhat shapes the ad
Free user, personalization onAds below responsesThe current chat, plus select signals from wider ChatGPT use
Go user, personalization offAds below responsesThe current chat only
Logged-out visitorAds that suit all audiencesThe current chat and basic context such as location and language
Plus subscriberNo adsNot applicable

The first two get ads built from different amounts of context, which is why a hint describing the situation matters. The third gets a narrower set of ads. The fourth is outside your reach entirely.

What advertisers learn about viewers

Very little, by design. Advertisers get aggregated reporting, such as views and clicks. OpenAI says advertisers never receive people’s chats, chat history, memories, name, email, precise location, IP address or sensitive information. If someone chooses to message a business through an ad, the business sees only the messages sent to it.

So audience insight comes from your own side. Your analytics, your CRM and the conversions you track show who responded. Our tracking guide covers how to see that.

What nobody can tell you yet

OpenAI says ChatGPT reaches 1.2 billion people each week. It doesn’t give a figure for how many are on Free or Go plans in your market. It also doesn’t say how often an eligible person sees an ad. It also says ChatGPT Ads has no performance benchmarks across advertisers yet.

So you can’t size the audience from OpenAI’s documents. The way to size it is to run a test and read the impressions. That’s what a 30-day test plan is for. If you haven’t started, our step-by-step guide to advertising on ChatGPT comes first.

What the rules mean for different businesses

We think the audience rules weigh differently by business.

BusinessWhat the rules mean
Consumer brandThe Free and Go audience is the one you reach. Write for a broad public, including logged-out people.
Local serviceLocations matter more than plans. Your ad competes for relevance inside the city you target.
B2B softwareMany buyers use a work plan with no ads. Reach them on personal accounts, and expect fewer impressions than your market size suggests.
Online storeProduct ads and shopping questions fit the format. Under-18s don’t see them.

What this means for your campaigns

This is what we’d take from the rules above.

You can’t choose plans, ages or interests. OpenAI’s targeting controls are locations, platforms and custom audiences, plus the context hints that describe when your ad fits. Our targeting guide covers each one.

Write creative that works for every eligible viewer, logged-out people included. For B2B offers, aim at the questions people ask on personal accounts, and measure leads rather than assuming reach inside companies.

In Europe, lean on the parts you control: your landing page, ad copy and context hints. Personalization and custom audiences aren’t available there for now.

Questions

Do ChatGPT Plus users see ads?

No. Plus, Pro, Business, Enterprise and Edu accounts don’t have ads. Only the Free and Go plans do, plus logged-out use. OpenAI lists upgrading to Plus or Pro as a way to avoid ads. So the plan a person pays for decides what they see.

Can I target ChatGPT ads by age or gender?

No. Age and gender aren’t among OpenAI’s targeting options, and under-18s don’t see ads at all. You can target by location, platform and custom audience lists. Context hints describe your offer. They don’t select people.

Do people see ads when they’re logged out?

They can. OpenAI says ads in logged-out ChatGPT are appropriate for all audiences, and mature-content ads are limited to eligible logged-in users. So write copy that works for any viewer, and check it against the policy.

Does turning off personalization remove ads?

No. It changes how ads are chosen, not whether they appear. Free users can remove ads by switching to the ads-free mode, with lower limits, or by upgrading to Plus or Pro.

Can advertisers see who viewed their ad?

No. Advertisers receive aggregated results such as total views and clicks. OpenAI says they never receive chats, memories, name, email, precise location or IP address. You learn who converted from your own analytics.

Will my ad appear in every relevant chat?

No. Beyond the plan and age rules, ads stay out of sensitive and regulated contexts. Context hints also don’t guarantee delivery in any particular conversation. Plan for partial coverage of the conversations you’d like.
